The tank's self healing is enough to pull much bigger while maintaining positive healing balance, and even eating avoidable magic damage isn't so much of a threat because of their health pool and options for magic mitigation. In some ways this is even more pronounced in lower tier content like normals and heroics. However, the way that scaling works right now, a tank can pull much more. With 3 packs you basically need AOE control and high DPS because otherwise you won't have the resources to keep the tank alive. If a tank pulls 2 packs, then you need to heal about as much as a tank can self-heal if everyone plays perfectly, but perfect play is considerably harder with more interrupts or things on the ground to avoid. If this is the case, then a tank can pull a pack, and if everyone plays perfectly, you need next to no healing. Similarly, your health pool shouldn't be so great that you can take a ton of avoidable damage, and your ability to mitigate magic damage shouldn't be so great that you can withstand a ton of magic damage. This way, if you take avoidable damage, you will fall behind. So if you pull a single pack of mobs, one encounter who pulls together, and that does say 20% of your health per second in damage, then your self healing should do about 20% of your health per second in healing. This seems like a weird problem, but realistically, I think that a good model for damage should be that a tank, while tanking a pack of mobs consistently, should be about as much at risk of death from avoidable magic damage as a DPS. Particularly in terms of surviving magic damage and self-healing.

I think a problem I've seen in DF, especially right now before we have Mythic+ is a weird tank balance issue. They may not realize you can kick in the middle of their GCD because why would you even think to try it if you already learned that you have to wait for the timer before using another ability. Now you're going to be chasing the meta to find the easier/more OP healer to play (Hello RDRuid and Prevoker!), or struggling (Shaman, Priest due to disc gameplay or holy inability at higher content levels) and probably abandoning healing altogether.
